The Introduction to Needs Assessments in Emergencies course is a stand-alone course linked to HOP Fundamentals, an open-access, self-paced catalogue of quality assured and interactive learning modules, curated by partner providers or created by Save the Children.

Fundamentals is aimed at people beginning their career in the humanitarian sector or for those transitioning from the development sector. It is also aimed at individuals who have never received formal training on the essentials of humanitarian action, or for those wishing to ‘refresh’ their knowledge. 


Fundamentals has been carefully designed to provide a streamlined learning journey which covers the key topics related to the delivery of quality emergency responses.

A thorough review of existing needs assessment resources and guidance was conducted to inform content and ensure that the approach was in line with sector standards and recommendations for quality needs assessment. By the end of this course, you will be able to:


  1. Explain the value and importance of needs assessment for ensuring evidence-based decisions that are based on needs as voiced by the affected population.

  2. Define important principles and standards that you need to follow when implementing a needs assessment.

  3. Describe the different types of assessments and when to use them in a response.

  4. Implement a quality needs assessment that is tailored to key information gaps in the response by following 9 practical steps which are outlined in the training.

  5. List the key requirements that are needed when implementing an assessment with local partners or in coordination with other actors in a response.
