  This course is designed for humanitarian professionals involved in cash and voucher assistance programming—particularly those responsible for monitoring, evaluation, accountability, and learning (MEAL). It is especially relevant for:
  • MEAL and CVA team members setting up or improving CVA/MPCA projects
  • Field staff and technical advisors working in data collection, analysis, and adaptive management
  • Practitioners aiming to ensure accountability to affected populations and evidence-based decision-making

  On completion of this course you will:
  • Design and implement a context-specific MEAL system for MPCA programs
  • Use key tools such as the Cash Dataflow Map, Baseline–Endline Survey Tool, Market Monitoring Template, and PDM Survey Tool
  • Collect and analyze data to measure program outcomes and effectiveness
  • Ensure accountability to affected populations through structured feedback mechanisms
  • Monitor market conditions to inform transfer values and program relevance
  • Apply findings from baseline, endline, PDM, and market monitoring data to improve program design and delivery
  • Integrate MEAL components for adaptive, responsive, and evidence-based humanitarian cash programming
