The primary target audience for the toolkit is UNICEF staff at all levels and across all divisions and sections in the UNICEF Country, Regional, and HQ Offices.   

This tutorial will be useful for those outside UNICEF to understand best practice in cholera management, and in creating user-friendly toolkits
